Tournament operator PGL has announced the launch of the PGL CS2 Tier-1 Program for 2027–2028, under which the company will invest at least $22 million in the development of the Counter-Strike 2 scene. The program introduces a new tournament structure, a stable event calendar, and a financial model that will directly reward both team results and their contribution to the ecosystem’s growth.

Six Tier-1 Tournaments Every Year

According to the plan, starting in 2027 PGL will organize at least six major tournaments per year, all of which will take place in a LAN format. Overall, across two years the organizer plans to invest at least $22 million to build a stable system with a clear calendar and financial guarantees for teams.

Key elements of the program include:

  1. at least six Tier-1 tournaments per year
  2. all events played on LAN
  3. a long-term tournament structure for 2027–2028
  4. potential expansion of the calendar in 2028

The organizer emphasizes that the main goal of the program is to create a stable ecosystem for teams, where organizations can plan roster development, partnerships, and investments several seasons ahead.

A New Financial Model for Teams

Within the program, the annual financial structure will amount to at least $11 million. These funds will be distributed between prize pools, club rewards, and participation bonuses for tournaments.

The revenue structure will look like this:

  • $6 million in prize money annually for players and teams
  • $5 million in compensation for clubs
  • additional bonuses for tournament participation and broadcast viewership

A distinctive feature will be a multi-channel revenue model, where teams will receive money not only for results but also for participation in tournaments and popularity among viewers.

Bonus System and Viewership Rankings

In the new system, broadcast viewership metrics will play an important role. PGL plans to allocate $2.8 million annually in bonuses for teams that demonstrate the highest audience engagement. For this purpose, a special ranking based on average concurrent viewers (CCV) will be created. There will also be VRS bonuses for teams that receive tournament invitations, which will further incentivize participation from top-tier rosters.

What This Means for the CS2 Scene

PGL emphasizes that the new program aims to create a stable foundation for the Tier-1 Counter-Strike scene.

Thanks to a fixed calendar, long-term investments, and a transparent financial model, the organizer plans to improve:

  1. the competitive stability of the scene
  2. the financial security of teams
  3. the quality of tournaments and broadcasts

According to the company, the 2027–2028 cycle is intended to become a new stage in the development of professional Counter-Strike, where the tournament system is built with the interests of players, organizations, and viewers in mind.
